Vince Mantero

Vince Mantero is the Director of the Center for Ports and Waterways at Texas A&M Transportation Institute.

He has over 25 years’ experience in maritime, surface, and multimodal transportation policy, specializing in strategic planning, performance metrics, stakeholder outreach, and applied research.

Vince has led complex national programs, direct multimillion-dollar research portfolios, and advise senior leadership on legislative and policy initiatives. He is experienced in building federal, state, industry, and academic partnerships to improve freight mobility, port connectivity, and supply chain resilience.

As Director of the Center for Ports and Waterways, Vince provides executive leadership for one of the nation’s leading maritime research centers, directing multimodal freight, port, and waterway initiatives across Texas and nationally.

Prior to this role, Vince was Director of the Office of Ports & Waterways Planning at the U.S. Maritime Administration in the U.S. Department of Transportation where he directed major programs in planning, research, and policy, including the U.S. Marine Highway Program.

​Vince was the Senior Advisor to the Deputy Assistant Secretary for Multimodal Freight Infrastructure in the U.S. DOT.

Earlier in his career, Vince Mantero held positions in the Federal Highway Administration, CH2M Hill, and the Port Authority of New York New Jersey.

He has been awarded the USDOT Distinguished Service (COVID-19 response), FHWA Administrator Excellence in Teamwork, and the National Truck Parking Coalition recognition.

Vince holds a Master of City and Regional Planning from The Ohio State University, and a Bachelor of Science in Architecture from the Georgia Institute of Technology
